As the feline companion of Crime Minister, Mr. Puddums contracted a malignant stomach tumor in his later years. Not wanting to part with his beloved pet, Crime Minister spent tens of thousands of dollars having his scientists research a cure to save him. The scientists subjected the cat to radiation treatment and other experimental hormonal and genetic therapies that cured the tumor and but also allowed the cat to transform into a large humanoid state at will. Upon seeing his pet as a large-sized potential assassin, Crime Minister was struck with the idea to reform his army with megapowered operatives.

Mr. Puddums has the proportional strength and agility of a cat his size. He has claws and fangs that he uses to scratch and bite with in combat. He can run at great speeds and jump long distances. He can see normally in the dark, and his vision, hearing, and sense of smell are enhanced.
